NRG Energy Inc. (Princeton, New Jersey, US) has commissioned a 66 MW solar photovoltaic (PV) plant in Los Angeles County as the largest operational PV plant in California. First Solar Inc. (Tempe, Arizona, US) built, and will operate and maintain the Alpine Generating Station, which uses its thin-film cadmium telluride PV modules. NRG will sell the electricity generated by the plant to Pacific Gas & Electric Company (PG&E, San Francisco, California, US) under a 20-year power purchase agreement. The China Development Bank Corporation (Beijing, China) has approved a USD 70.7 million loan to LDK Solar Company Ltd. (Xinyu, China) to finance a technology upgrade at the LDK's Mahong Polysilicon Plant in Xinyu. LDK states that the financing will be used to invest in hydrochlorination technology, which it says will significantly reduce the cost of silicon production at the plant. CASM argues that Chinese-made PV modules should be included in the cases, whether or not the PV cells that comprise them were made in China. In addition to this challenge to the scope, the appeals challenge decisions not to investigate Chinese subsidies on aluminum and rolled glass, and separate duty rates for several large Chinese PV companies.
