The government of Pakistan will hold a hearing on a proposed feed-in tariff for solar photovoltaic (PV) projects 100 MW and smaller on February 27th, 2013 in Islamabad. The nation's Alternative Energy Development Board (AEDB) has proposed payments of USD 0.233/kWh under 25-year contracts, which it says will provide an internal rate of return of 17%. On February 19th, 2013 French Minister of Ecology, Sustainable Development and Energy Delphine Batho announced the winners of the third and fourth rounds of a tender for solar photovoltaic (PV) plants 100 - 250 kW in capacity. 231 plants have been selected with a combined capacity of 49.4 MW. The ministry will re-launch the tender in March 2013 in three rounds of 40 MW each, with new conditions including considering the carbon footprint of the manufacturing process for the PV modules. 184 project developers have placed bids in a recent solicitation in the Indian State of Andhra Pradesh. The 294 bids for 1.35 GW of solar generation capacity were well in excess of the 1.16 GW available. However, as the bids were differentiated by location, only 110 locations representing 850 MW of capacity received bids, leaving another 51 locations with 310 MW of capacity. Mercom Capital (Austin, Texas, US) has released a new analysis by CEO Raj Prabhu which forecasts that India will install 1.3 to 1.4 GW of solar photovoltaics (PV) in 2013. In "India Solar Market Update - 1st Quarter 2013", Prabhu states that he expects 340 MW of PV projects to be commissioned in March 2013 under Phase 1, Batch 2 of the National Solar Mission (NSM). In January 2013, the United States installed 267 MW of solar photovoltaic (PV) capacity at 16 utility-scale PV plants, according to data released by the Federal Energy Regulatory Commission's (FERC) Office of Energy projects. Solar and wind projects were the only new capacity added during the month, though a number of other energy projects received certification.
