New York City Mayor Mike Bloomberg has announced that SunEdison Inc. (St. Peters, Missouri, U.S.) will build solar photovoltaic (PV) plant up to 10 MW in size on a former landfill in the city's Staten Island borough. The PV plant at Freshkills Park will be the largest in New York City and could increase the city's renewable energy capacity by 50%. The European PV Parity Project has released a report which finds that the solar photovoltaic (PV) market is increasingly moving from an investors' market to an energy savings market. “Analysis of the costs of current photovoltaic support schemes” says that this can be achieved by moving from feed-in tariff driven markets to regulatory frameworks that emphasize self-consumption. It also finds that self-consumption measures must be accompanied by fair compensation for the electricity which producers supply to the grid. Trio Resources, Inc. (Toronto, Canada) has joined a consortium that is researching on the use of arsenic, a waste product commonly found in mines across Canada, in the production of solar photovoltaic (PV) panels. Trio will work with scientists in Europe and North America to develop a replacement for silicon in PV cells with Gallium arsenide ("GaAs"), the company announced. Trio will contribute to the consortium by developing environmental improvements to capture arsenic from its ore bodies that can be used in the development of the GaAs. ARPA-E announces USD 30 million to develop fuel cell technology to support renewables

The U.S. Department of Energy has announced USD 30 million in funding through the Advanced Research Projects Agency – Energy (ARPA-E) for projects to develop fuel cell technology with goals including supporting the integration of higher levels of wind and solar photovoltaics (PV). DOE says that the Reliable Electricity Based on Electrochemical Systems (REBELS) program will allow the development of innovative, low-cost technologies that can act as distributed storage devices, which will support the grid and allow for more distributed generation.
