The Grand Court of the Cayman Islands has approved Suntech Power Holdings Co. Ltd.'s (Wuxi, China) application for a provisional liquidation, according to a statement by the company. The court has appointed restructuring experts Pricewaterhouse Coopers (PwC, London) to work with Suntech's board of directors to continue the company's restructuring, which Suntech says is with the consent and support of its board of directors. Navigant Research (Boulder, Colorado, U.S.) has released a new report which predicts that by 2020, electricity from solar photovoltaics (PV) will be competitive with retail electricity prices “in a significant portion of the world”, without subsidies. “Solar PV Market Forecasts” predicts that annual installations of new PV will more than double to 73.4 GW in 2020. The report also expects a general shift towards “non-distributed” PV systems, with systems smaller than 1 MW accounting for less than half of all installations as early as 2014. Etrion Corp. (Geneva) reports that it expects to begin construction of 8.8 MW Aguas Blancas and the 70 MW Project Salvador solar photovoltaic (PV) projects in Chile in the next 90 days. Project Salvador will be built in collaboration with Total SA (Courbevoie, France) and Solventus Energías Renovables (Alcázar de San Juan, Spain), and the company has confirmed plans to begin work on this plant in the fourth quarter of 2013. The Chilean government has provided environmental approval for over 5 GW of PV projects, but as of an October 2013 report only 126 MW are under construction and 6.7 MW operational. Citizens of the city of Boulder in the U.S. state of Colorado have approved a measure to allow the city to borrow up to USD 214 million to purchase private utility Xcel Energy's (Minneapolis, Minnesota, U.S.) electricity assets within the city, as well as defeating a measure that would have required voter approval for the debt. The approval of Measure 2E and the defeat of Measure 310 further pave the way for the municipalization of Boulder's electric utility, with the explicit goal of increasing the amount of renewables in the electricity mix. R&D Magazine has chosen a flow battery energy storage technology by United Technologies Corp.'s (UTC, East Hartford, Connecticut) research and innovation arm as a recipient of one of its 2013 R&D 100 Awards. United Technologies Research Center (UTRC) says its PureStorage system was chosen for the ability to provide energy-efficient and readily deployable electricity storage at 5–10 times the power density of conventional flow battery cells.
