FRV to build 20 MW PV plant in Australian Capital Territory

Fotowatio Renewable Ventures SL (FRV, Madrid, Spain) has won a reverse auction held by the government of the Australian Capital Territory (ACT), and will build a 20 MW solar photovoltaic (PV) plant near Canberra, Australia. FRV beat nine other proposals from five bidding consortia by offering a price of AUD 186/MWh (USD 190/MWh). The company plans to begin construction in 2013 and complete the plant in 2014. Read more

EU launches anti-dumping investigation of PV imports from China

The European Commission (EC) has launched an anti-dumping investigation into European Union (EU) imports of silicon wafers and solar photovoltaic (PV) cells and modules from China. The investigation will last 15 months, and duties may be imposed within 9 months if there is initial evidence of dumping. China's Ministry of Commerce has issued a statement expressing "deep regret" and warning that such actions will damage the global solar industry. Read more

TSMC produces 14.2% efficient CIGS modules at pilot production line in Taiwan

TSMC Solar Ltd. (Taichung, Taiwan) announced today that it has produced 14.2% efficient copper indium gallium diselenide (CIGS) solar photovoltaic (PV) modules at its research and development and pilot production line at its facility in Taiwan. The company has begun the IEC and UL certification processes for these modules, and expects to make them commercially available in early 2013. TSMC Solar also reports that its current production of PV modules are consistently achieving 13% efficiency, and has upgraded its TS CIGS Series product line to 130-140 watt nameplate ratings. IMS Research: Micro-inverter, PV power optimizer sales booming

IMS Research (Wellingborough, U.K.) has released a report which finds that the market for micro-inverters and power optimizers grew 180% by capacity in 2011, as the fastest-growing portion of the solar photovoltaic (PV) inverter market. "The World Market for Micro-inverters & Power Optimizers - 2012" predicts that this market will grow another 70% during 2012 to reach 900 MW of capacity. The report also finds that revenues for these products increased 160% to more than USD 200 million in 2011. Read more

California Legislature passes bill capping permitting fees for rooftop PV

A bill placing limits on permitting fees that local governments can charge for rooftop solar photovoltaic (PV) installations has passed both houses of the California Legislature and will now go to Governor Jerry Brown for approval. SB 1222 will limit permitting fees imposed by cities and counties to USD 500 plus USD 15 per kW above 15 kW for residential rooftop PV plants. For commercial plants, fees will be limited to USD 1000 plus USD 7 per kW for each kW between 51 kW and 250 kW, plus USD 5 per kW for every kW above 250 kW, unless certain conditions are met. European Commission to start anti-dumping investigation

The European Commission will conduct an investigation into anti-dumping claims initiated by SolarWorld and more than 20 European companies within the PV industry over wafers, cells and modules imported into the EU from Chinese manufacturers. The Commission has 15-months to investigate the claims and release its findings, while any possible sanctions would need to be imposed by December, 2013. Read more
