On September 15th, 2011, Thermal Engineering International Inc. (TEi, Santa Fe Springs, California, U.S.) and Struthers Wells (Houston, Texas, U.S.) announced that they have been awarded a contract to equip an un-named 280 MW concentrating solar power (CSP) plant in the Southwest region of the United States. Berlin-based White Owl Capital had acquired 5 PV power plants built by Gehrlicher Solar Italia, a subsidiary of Gehrlicher Solar for an undisclosed sum. Using First Solar CdTe thin film modules and SMA inverters, all the plants were grid connected before feed-in tariffs were reduced at the end of August, 2011. First Solar has completed two PV power plants in Ontario, Canada for Enbridge. The smaller, 5MW Tilbury Solar Project uses 82,500 CdTe modules, while the Amherstburg II Project, split over two sites of 10MW and 5MW, employs 244,000 of the same First Solar modules. On September 15th and 16th, 2011, Enbridge Inc. (Calgary, Canada) and First Solar Inc. (Tempe, Arizona, U.S.) celebrated the completion of the 5 MW Tilbury Solar Project and the 15 MW Amherstburg II Solar Project. The two solar photovoltaic (PV) projects are located in Tilbury and Amherstburg in the Canadian province of Ontario and utilize First Solar thin film PV modules. The County of San Luis Obispo, California, has approved the initial permits to begin construction on the first phases of two enormous solar photovoltaic (PV) plants, the 550 MW Topaz Solar Project and the 250 MW California Valley Solar Ranch. On September 6th, 2011, the county issued permits to SunPower Corporation (San Jose, California, U.S.) for the first phase 18 MW phase of the CVSR, and on September 13th, 2011, granted First Solar permission to begin work on the first 8 MW phase of the Topaz project. On September 14th, 2011, officials from two federal agencies attended a U.S. House Energy and Commerce subcommittee hearing investigating the U.S. Department of Energy's (DOE) approval of a USD 535 million loan guarantee to Solyndra Inc. (Fremont, California, U.S.). The Subcommittee on Oversight and Investigations has been investigating Solyndra for seven months, and has used the process to call into question the entire DOE loan guarantee process.
