Colorado Springs Utilities and SunPower have signed an agreement to design and construct a 6MW solar photovoltaic power system at the U.S. Air Force Academy (USAFA) in Colorado Springs. Azure Power and SunEdison are to develop a 15MW solar photovoltaic power plant in Gujarat, India. The investment, for which Azure will stump up US$40 million, is being led by Overseas Private Investment Corporation (OPIC), an agency of the U.S. Government, while World Bank arm IFC, and venture capital firms Helion Advisors and Foundation Capital are among others expected to get involved. While the solar cell market has shown healthy growth of >20% through the market recession of 2008/09, there is continuing concern over the market's long term viability. The cost of solar cell energy is still considerably higher than other forms of energy, especially when taking into account the large amount of government funding going into solar. As a result, solar fabs must look for ways to minimize their costs. In particular, most fabs are focused on achieving a target of <$1/watt to meet grid parity in the near future. Dependant on what market research data you rely on, the photovoltaics market is expected to grow considerably in 2010. Even the most hawkish of forecasts would therefore expect PV installations to almost double from 2009, creating a demand somewhere near 14GW in 2010. According to Bernreuter Research, which specializes in tracking the polysilicon market, polysilicon production in 2010 should be sufficient to produce the equivalent of 17GW of c-Si modules. The rapid growth in solar PV installations in Germany are slowing down as the affects of the EEG FiT reductions and farmland restrictions begin to bite, according to Barclays Capital financial analyst Vishal Shah. New figures released by Germany’s Bundesnetzagentur for September, late last week show that 493MW was installed that month and not much more than was installed in August (361MW). Cumulative installations through September, 2010 were said to have reached 5.3GW, significantly higher the total for 2009 of approximately 3.7GW, suggesting 2010 levels could be in the range of 7 and 8GW, according to Shah.
